RELEASE NOTES FOR SWIFT PROCESSING, Version proc3.15.05

* Updated leapsec.fits and tai-utc.dat files that include the 2012-07-01
  leap second are used througout.


* Subs/ExtractTiming.pm:

  - Correct the UTCF table for the 2012-07-01 leap second, until the MOC
    uploads the new values.  (UTCFINIT keywords are derived from this
    table.)  Based on the proc3.12.9 version, so it will also do both the
    2006 and 2009 leap seconds during reprocessing.


* sw0.par:

   - Version changed to 3.15.05.

   - Parameter leapsec points to leapsec_010712.fits.


* sw0:

   - Version changed to 3.15.05.
