Summary
-------

o New version of caldb (bat 20061014, uvot 20061116, xrt 20070330, misc 20070330).

o Add uvot voltages to mkf file.

o Use shared repository for scaled maps, combine across sequences.

o Merge bat and NFI timelines when making snapshot GTI which is applied
  to mkf file.

o Throw error if uvot damaged image file is created.

    Bug fix for exposures with zero events.

    Turn off Koch method testing of shift&toss
    errors after FSW was patched. 
    Adjust Koch parameter for size of hardware
    window/# of frames per correction interval.
    Use internal RA/DEC average in AF packets
    as a check on Koch params. If all AF packets
    present and RA/DEC method gives smaller
    TOSSLOSSin FSW unpatched period, use it. This plus
    other fixes here corrects TOSSLOSS keyword
    value for Wanye Landsman's special cases.
    Still use Koch method to estimate UNC_EXP
    keyword value if weird telemetry is seen.
    Capture HV Cathode values and create mean
    for EXPID. If less than 700, move image
    to sw*udi.hk file. This is a work around
    for a FSW bug in bursts.
